In a last-ditch effort to get every single Democrat behind the $1.9 trillion COVID-19 relief bill, Democrats on Friday made a change to jobless benefits in order to win over moderate senators. But the change has ground the bill to a halt unexpectedly due to concerns from a key moderate Democrat.
